The Bill was elaborated in compliance with the regulations of the UNO Convention against Corruption, the Criminal and Civil Conventions on fighting Corruption. The Bill defines the principles of State anti-corruption policy that regards preventive measures as priority ones.
Pursuant to the Bill, the list of corruption infringement subjects is complied in full accordance with the regulations defined by the United Nations Organization and the Council of Europe. It includes public and local self-government officials, as well as the persons equated to them (State representatives in the boards of joint-stock companies, auditors, experts, notaries public, etc).
The Bill envisages establishment of the national body in charge of fighting corruption (devoid of law-enforcement functions) that is to collect information on fighting corruption. Pursuant to the Bill, the General Prosecution acquires responsibility for corruption fighting organization.
